Between the Lines: Delayed abortion debate, college savings plan

Ohio lawmakers won't be voting on a controversial abortion bill in their lame duck session.

Senate President Tom Niehaus is blocking the "heartbeat" bill as well as a bid to cut funding to Planned Parenthood, saying Ohioans want the legislature to focus on jobs and the economy.

That will spare Ohioans a passionate debate about abortion over the holiday season.

Why did he do that? Will the measures be back next year?

A split Ohio Supreme Court declared redistricting maps for Ohio's House and Senate are legal.

Will that strengthen efforts to come up with a new, less political redistricting process?

Cuyahoga County Executive Ed FitzGerald is launching a college savings plan that is sure to spark conversation.

Starting next fall, all kindergarteners will get their own college savings accounty and $100, courtesy of the county.

What does FitzGerald hope to accomplish?

FitzGerald is one voice in a debate about a PR campaign to promote Ohio as a good place to do business.

Is spending $1.4 million on newspaper, TV and internet ads a good use of taxpayer money?

Is it really a sort-of launch for Governor Kasich's reelection campaign?

What can it accomplish?

Tom Beres discusses these topics with Plain Dealer columnists Mark Naymik and Joe Frolik on this edition of Between the Lines.

East Cleveland: Rapid fire last longer then 20 seconds

EAST CLEVELAND -- One mysterious gunshot adds up to more than 137 bullets fired and two people dead.

Dash camera video released to Channel 3 shows police fired on the suspects for longer than 20 seconds.

Police say the incident started on St. Clair Avenue on Thursday night near the Justice Center.

An officer saw the car drive past and one of the occupants appeared to have fired a shot at or in the vicinity of the officer.

An East Cleveland Police detective told Channel 3 that the suspects who were shot and killed are Timothy Ray Russell, 43, of Maple Heights, who was driving, and a black woman, 30, who was the passenger.

Her name has not been released as police say she was homeless and they are attempting to determine the next of kin.

The Medical Examiner removed the bodies from the car about 5 p.m. Friday, Spotts said.

Late Friday night, East Cleveland Police Chief Ralph Spotts confirmed that no gun or weapon was found in the car.

In a 7 p.m. press conference, Spotts said no shell casings were found in the car.

At the press conference, Cleveland Police Chief Mike McGrath said that the pursuit lasted 25 minutes, that 13 Cleveland police officers were involved in the situation, and 137 rounds were fired by police.

All 13 police officers were placed on administrative leave.

McGrath said it was determined that the bullet holes in the police cars were caused by police weapons.

Spotts said no East Cleveland police officers were on the scene when the pursuit ended.

Two Cleveland Police officers outside the Justice Center say the shot came from the suspects' car.

Police chased the suspect car first west, then south, then east along I-90.

At least 26 officers from Cleveland Police and Bratenahl were involved by the time the chase ended near the intersection of Terrace Road and Wymore Avenue, by Heritage Middle School.

"I'm hearing these sirens and everything, and the sirens they sounded like they was real close and what not. By the time I get and look, I see the lights flashing and everything. Here comes the car zooming straight up the hill," said William Greer, who lives nearby.

Then an explosion of gunfire followed.

East Cleveland detectives say up to 137 bullets were fired, leaving the windshield littered with holes -- like a scene in a mob movie.

"It was the gunfire that didn't stop that scared me. As soon as I heard it, I just grabbed my son and hit the floor and waited... until it was all over with," said another neighbor.

When police ceased fire, both suspects were dead.

Investigators are processing evidence from the car, and the medical examiner is completing autopsies on the two victims.

East Cleveland police are leading the investigation into the deaths, which will include interviews with all the officers involved. No officers were injured.

The car involved, a 1979 Chevy, was not reported stolen.

Cleveland: Bond set at $2 million for mother in son's death

Written By kolimtiga on Jumat, 30 November 2012 | 00.38

WKYC Web Staff

CLEVELAND --  The mother charged in the death of her 3-year-old son faced a judge in court this morning.

Judge Pinkey Carr set bond at $2 million for Camilia Terry.

The 20-year-old is charged with aggravated murder in the death of her child, Emilliano.

During the brief arraigment which lasted only a few minutes, prosecutors gave more details on the injuries suffered by Emilliano.

Prosecutors described the child as having blunt force trauma to the  head and a skull fracture.  It is estimated the child had been dead five to seven days when his body was recovered at a trash facility on Monday night.

The medical examiner hasn't officially determined the cause of death.

Terry said little during the court appearance, except to answer a question from the judge, and looked down for much of the arraignment.

Judge Carr also ordered Terry to have no contact with her other children.

Terry initially told police Emilliano went missing from a Cleveland park on Sunday evening. However, the search soon led to a trash processing facility near Cleveland and turned up the remains of the child wrapped inside multiple trash bags.

The Cuyahoga County Medical Examiner has now positively identified the remains found at the trash processing facility as those of Emilliano.  The identification was made using DNA tests due to the decomposition of the body.

A preliminary hearing in the case is scheduled for December 6.
