Between the Lines: Election changes, Kasich budget

Written By kolimtiga on Senin, 04 Februari 2013 | 00.38

Lots of proposed changes in election laws are being discussed in Columbus.

Some Republicans are reviving talk of requiring voters to have identification, revisiting a proposal Ohio has passed on implementing.

Big-name Republicans, including Governor Kasich and Secretary of State Jon Husted, are rejecting an idea to change an all-or-nothing formula for Presidential election electoral votes.

Two states now split votes based on which candidates win individual Congressional Districts. That could have given Mitt Romney a majority of Ohio's 18 electoral votes, which all went to President Obama.

Prospective Secretary of State candidate State Senator Nina Turner is proposing reforms to expand early voting and accept more provisional ballots.

Which proposals have a realistic chance of passing?

What is shaping the Republican strategy?

Governor Kasich's re-election budget will be rolled out Monday.

Key provisions will include a new school funding plan, an income tax cut at least partly based on higher natural gas/oil extraction taxes and a decision whether to expand Medicaid.

What are the likely prospects for each?

Cleveland Police need more time to conduct their investigation into the November pursuit that ended in a hail of gunfire, killing two suspects.

Will that add to the probe's ultimate credibility or strengthen conspiracy theories?

Tom Beres discusses these issues with Plain Dealer Columnists Mark Naymik and Joe Frolik on this edition of Between the Lines.
