CLEVELAND -- The Cleveland Police Patrolman's Union praised Attorney General Mike DeWine and his investigators for producing a quick and thorough investigation report it believes will help exonerate its officers.
CPPA lawyer, Pat D'Angelo said the report shows that attention should be focused more on the behavior of Timonty Russell and Malissa Williams who died in the pursuit and shooting that followed.
Asked about the lack of any solid evidence the suspects had or fired a gun, D'Angelo said, "This won't be the first police shooting where the suspect's gun was never found."
The report blames a lack of supervisory command and communication for letting the incident get out of control. It also mentions a lack of equipment including a helicopter and stop sticks that might have helped end the chase sooner.
D'Angelo said the department routinely returns some of its budgeted funds to the city. He suggested perhaps more should be spent on such equipment. "Blame the mayor. Blame the Safety Director for that."
CPPA President Jeff Follmer also said officers involved in the shooting feared for their lives and those of other officers. That would seem to meet the legal definition of a justifiable shooting. But that decision will be up to a grand jury.
