CLEVELAND -- Fans showing up to tailgate for tonight's Browns game are finding parking rules in the Municipal lot are being enforced.

The Browns play the Bills at FirstEnergy Stadium in a primetime game that will be nationally televised.

The city's Department of Public Works opened the eastern portion of the lot at noon for tailgating. The western portion of the lot won't open until 5:30 p.m.

Doug Breach, a long time Browns tailgater, arrived at the western lot this morning around 9 a.m. and paid for a parking space. But he says, he has been told  he cannot begin setting up for tailgating until 5:30 p.m.

Breach claims he was threatened with a $100 ticket when he exited his vehicle to sit on lawn chairs in the lot. For now he's camped out on the top of his vehicle.

"Here I am sitting on the roof of my truck.  That's the best I can do.  I can't believe ... We have a winning team.  We're doing good.  Let's mess with the fans.  Does that make sense?"

The city says the rules regarding parking are not new.  The western lot, which opens later for tailgaters, is closer to the stadium and where many commuters park who work downtown.

Previously the city has been limiting access to the Municipal lot until after 7 a.m. for Sunday games to prevent overnight tailgate parking.

Fans we talked to say they want to get into the lot sooner to begin tailgating.
